Trade Under Sanctions and Diversion (with G. Cainelli and R. Ganau)
Abstract: Economic sanctions are a central instrument of foreign policy in the aftermath of geopolitical conflicts, yet their effectiveness may be undermined by indirect adjustment mechanisms. This paper quantifies both the direct impact of EU trade sanctions on Russia and the extent to which these measures generate systematic trade diversion through third countries, exploiting the 2014 and 2022 Ukraine–Russia crises as a two-shock natural experiment. The analysis combines a newly constructed panel of quarterly EU27 exports to 151 destination countries from 2012Q1 to 2023Q4 at the HS2 level, covering more than 21 million observations, with transaction-level data on cross-border foreign direct investment involving Russia. Trade effects are estimated within a gravity-based triple-difference framework featuring high-dimensional fixed effects, while FDI dynamics are examined using bilateral investor–target–quarter data encompassing both greenfield investments and mergers and acquisitions. The results indicate that EU exports to Russia in product categories affected by the 2014 sanctions declined by approximately 12 percent, whereas the sanctions introduced in 2022 triggered abrupt and severe contractions exceeding 80 percent. At the same time, EU exports to a limited group of third countries increased sharply after 2022. These potential triangulating countries are not randomly distributed but are disproportionately composed of former Soviet Union members, BRICS economies, and countries exhibiting political alignment with Russia. Overall, the findings suggest that while EU sanctions substantially curtailed direct trade with Russia, their effectiveness was partly offset by predictable patterns of trade rerouting, highlighting the importance of addressing third-country channels in the design and enforcement of sanctions.

The Hidden Cost of Oil Sanctions: Shipping Rerouting, Inflation, and CO2 Emissions (with C. Anderl)
Abstract: Western sanctions imposed on Russian oil following the 2022 invasion of Ukraine forced a structural reshaping of global crude oil trade, redirecting Russian exports from Europe toward India and China and more than doubling average maritime shipping distances. We study the macroeconomic and environmental consequences of this disruption using a novel instrument - the Oil Rerouting Index (ORI) - which quantifies the sanctions-induced increase in average shipping distances relative to the pre-war baseline. Using the ORI in panel local projections, we find that sanctions-induced rerouting significantly raised consumer inflation. Heterogeneity analysis reveals that Western economies bear a moderate inflationary burden, while Asian economies display larger but noisier responses, consistent with discounted Russian crude partially offsetting higher global freight costs. We further quantify the environmental cost of rerouting, finding that longer tanker routes generated at least 29 million tonnes of excess CO₂ over the post-sanctions period. These findings document an important tension between the intended geopolitical objectives of energy sanctions and their unintended macroeconomic and environmental consequences.

Climate Shocks and Urban Resilience in Pre-Industrial Italy (with G. Cainelli and R. Ganau)
Abstract: In this paper, we study whether and to what extent climatic shocks and extreme weather events shaped urban development and cities’ resilience in pre-industrial Italy. To this aim, we constructed a novel city-level dataset based on original archival sources including meteorological registers, municipal records, and hospital annals. These sources provide monthly data on temperature, precipitation, barometric pressure, and other climate data, which we matched with demographic and socio- economic indicators including population, birth and mortality rates, migration flows, disease outbreaks, and food prices. We focus our analysis on seven major Italian cities—namely, Milan, Padua, Bologna, Turin, Florence, Rome, and Palermo—for which we have been able to reconstruct time-series data for the period 1700–1850. These cities allow us to leverage cross-sectional variability related to geographical factors, climate zones (i.e., the continental, Alpine, and Mediterranean ones), and institutional and political settings, them being located in different pre-unification Italian States (i.e., the Habsburg Empire, the Papal States, the Kingdom of Sardinia, the Grand Duchy of Tuscany, and the Kingdom of the Two Sicilies). We rely on time-series techniques—including decomposition and anomaly detection—to identify extreme weather events and their timing and exploit the exogenous nature of such sudden weather anomalies to study the impact of climatic shocks on population growth and demographic dynamics also accounting for historically recorded episodes of famine and epidemics. This integrated approach allows us to investigate both broad patterns across Italian cities and the local specificities of their resilience. By comparing urban dynamics and resilience across northern, central, and southern Italy, we aim at explaining why some urban centres absorbed shocks more effectively than others, highlighting both vulnerability and mechanisms of resilience. In doing so, we contribute to the literature on historical climatology, economic geography, while also offering a long-term perspective relevant to present-day debates on climate adaptation and resilience.
